associated with a DVD copy protection scheme had "independent economic
value." Thus it was not shown to qualify as a trade secret under Penal

Trial court erroneously applied the 120-day limitations period of
Government Code section 66022(a) in barring allegations that defendant
improperly increased fees for building department services and that the
fees exceeded the reasonable cost of providing the services.
