A petition for relief, alleging that AB 60, a bill that allows
aliens to obtain driver's licenses, became law by virtue of the
Governor's failure to approve or veto the bill in a timely manner
after it was sent to him, was properly denied where the bill cannot
become law without the Governor's signature.
